* Parse skills frontmatter with yaml.safe_load, falling back to the line parser

normally completes in ~25s) so the lint hooks never ran. No code change.

* Fix skills frontmatter descriptions being YAML-typed instead of preserved

yaml.safe_load uses YAML 1.1, where bare words like `yes`/`no`/`on`/`off`
and numeric-looking scalars resolve to non-str Python values. Stringifying
that coerced value (e.g. `description: yes` -> "True") lost the author's
original text. Recover it via the existing line-based parser instead.

* Switch skills frontmatter parsing to yaml.BaseLoader

safe_load's implicit scalar typing on the public SkillInfo.frontmatter
mapping was backwards-incompatible (version: 1.10 -> 1.1, enabled: yes
-> True, dates -> datetime.date). BaseLoader keeps block-scalar support
without coercing scalars, so the description-only recovery branch is
no longer needed.
