Yves Gugger 018fdb5e92 feat: implement Control Plane architecture (Phase 0-8)
Complete implementation of the LeanCTX context-aware control plane
vision across OSS components:

Phase 0 - Architecture Freeze:
- TaskEnvelopeV1, ExecutionPlanV1, ExecutionReceiptV1, AcceptedOutcomeV1
- CapabilityManifestV1, DecisionRecordV1, KnowledgeObjectV1
- Task identity propagation through all bridges
- 7 JSON schemas, 40+ golden fixtures, 3 ADRs

Phase 1 - Evidence Spine:
- Execution Ledger (event store, verification, migration)
- Receipt Builder joining context balances + provider usage
- ETPAO versioned formula, Baseline observation contracts

Phase 2 - Capability Architecture:
- OCLA manifest validation + registry discovery
- Native + passthrough capability adapters
- Conformance checking infrastructure

Phase 3 - First External Capability:
- RTK shell adapter with kill switch + shadow runner
- 30 dual-arm comparison fixtures across 3 categories
- ComparisonReceipt for evidence-based selection

Phase 4 - Shadow Scheduler:
- SchedulerService trait + public catalogue/policy types
- Deterministic reference scheduler (Class C, frozen)

Phase 5 - Outcome Engine:
- OutcomeContractV1 per TaskClass (BugFix, Refactor, etc.)
- Signal adapters + deterministic evaluator + fingerprinting

Phase 6 - model=auto:
- AutoRoutingConfig, EligibilityPolicy, CircuitBreaker
- RolloutConfig with deterministic cohort assignment

Phase 7 - Knowledge Hub:
- Extended KnowledgeObjectV1 (authority, validity, classification)
- KnowledgeStore/Retriever traits, snapshot, supersession

Phase 8 - Enterprise Trust:
- Identity, classification, evidence chain, tenant isolation
- PolicyEvaluator trait + reference implementations

All quality gates pass: cargo check, clippy --all-targets, fmt.
