    Fix Codex config.toml parse error (empty [] section), Gemini CLI wrong
    config path (settings/mcp.json → settings.json) and trust field, Codex
    hooks not re-enabled after reinstall.

    Add autonomous intent inference, auto agent registration, Context Layer
    dashboard tab with pipeline/ledger persistence, Codex/Cursor hooks in
    setup step. All 13 IDE configs verified against vendor documentation.
