Assign model: fable to agent-teams/team-lead (coordinates long-lived
parallel sub-agent workstreams) and framework-migration/legacy-modernizer
(large codebase migrations) — the two agents matching the documented
Fable criteria in docs/agents.md. Distribution tables updated (Fable 2,
Opus 54, Sonnet 70; architecture.md Haiku count also synced to 24).
