chore(release): bump CITATION.cff 2026.08.14-5 -> 2026.08.19 (#114)

Release v2026.08.19, first of the day so no suffix. Ships 5 commits:
- 2f55cea (#104) zh-Hans: guard the 影片 rule instead of excluding it. The
  localizer reported "clean" while five real Taiwan residues sat in tracked
  files, because 影片 had been dropped from VOCAB entirely to avoid corrupting
  投影片. Six review rounds; the guard now stops at a paragraph break rather
  than at a character budget, and the gate finally has unit tests.
- 71089cd zh-Hans: 投影片 -> 幻灯片, the last one. 5 other places already said
  幻灯片, including the identical 李宏毅 course line one stage earlier.
- 53243f4 re-anchor the collision example to the zh-TW canonical, since the
  commit above removed the zh-Hans line two comments cited as live proof.
- c051fa0 (#109) weekly star auto-refresh (bot).
- 82f2450 (#113) Stage 7 gains orca / qm / edict; catalog opens section 17
  for security, which the previous 16 categories had no entry for at all.
  Catalog 77 -> 79.
Date independently confirmed against api.github.com rather than session
context, which was three days off earlier this week.

Version parity checked with a pattern covering both the dot and hyphen date
forms; only CITATION.cff:19 and :20 match outside CHANGELOG prose. The two
lint.yml hits are dated commentary about an 2026-08-14 incident, not version
strings.
