    check-links.py reported 14 failures of which 5 were real. It identified itself
    in the User-Agent, trusted HEAD, and filed refusals as dead links. Now: browser
    UA, GET retried on any 4xx, 401/403/429 in a separate non-failing bucket, and a
    host-level-block probe that cannot excuse a 404. Plus the five dead links the
    noise was hiding, and one citation that was fabricated.
