Ports the trycua/cloud release (cloud#6348/#6352): cua-train 0.1.5 is
the first wheel carrying the post-migration fleet_sdk that speaks the
native osgym.cua.ai CRDs. Updates the cd-py-fleet matrix to the 0.1.5
wheel names + sha256s from wheels.cua.ai, the repackage script source
version, and the package/facade version to 0.0.9 (0.0.8 is the current
PyPI release; the validator requires latest+1).Required by cua-sandbox 0.1.25 (#2840) and hermes-agent#69086.

- fix(cd-py-fleet): wiring test SHAs + native fleet_sdk smoke imports
The release wiring test pins the promoted wheel sha256s — updated to
the 0.1.5 set. The publish smoke heredoc still imported the deleted
