* WIP preventing concurrent waits, throw an error

* Added ConcurrentWaitError (not retryable)

* Move preventMultipleWaits out of the RuntimeAPI

* Added preventMultipleWaits to the devRuntimeManager

* Added throwable InternalError. Plus new TASK_DID_CONCURRENT_WAIT code
