    fix(routing): gate conversational action surface so quoted examples aren't actuated

    Pasted assistant-style meta-text that quotes an example command (e.g. "switch my
    model to gpt-5.5") was being actuated for real by the conversational answer
    surface (answer_cli_agent -> _execute_action_plan), which ran switch_llm_provider
    directly and mutated .env. The terminal-action planner correctly hands off; this
    second action surface was ungated.

    Gate that surface by available_capabilities (switch_* -> llm_provider,
    slash/run_interactive -> slash_commands, run_cli_command -> cli_commands), add an
    is_available gate to the llm_set_provider planner tool, add an llm_provider
    capability to the scenario schema/oracle, and disable the action surfaces in
    scenario 700 so the quoted example is never actuated. Production sets no
    capability constraints, so this is a no-op there.
