    Ensure CLI telemetry honors OPENSRE_NO_TELEMETRY, emits install_detected only once after identity initialization, and preserves install_detected before cli_invoked across shared CLI entrypoints.

    Validated locally with make lint, make format-check, make typecheck, and make test-cov.
