Fix since 0.8.0b4: chat_ask no longer reports is_follow_up=true on the first
question to a notebook (#1973, external contributor PR #1974) — the null-ask
path now runs a pre-POST server-side turn-existence probe instead of trusting
that a current-conversation id implies prior history.
