The two tools shipped post-a1 (#1809, #1804) without TOOL_COVERAGE entries.
test_tool_matrix (e2e-only, so not gated on PR CI) asserts the matrix equals
the live manifest, and failed the branch E2E run. Both tools are thoroughly
