    Fix release workflow: openblas-src features, drop macos-13, multi-PM

    Disable openblas-src default features so it stops pulling openblas-build
    (which transitively requires OpenSSL during compilation). Drop the
    macOS x86_64 job because the macos-13 runner is retired. Make
    before-script-linux tolerant of both dnf and apt environments so the
    aarch64 cross-build container installs libopenblas correctly.

    Bump version to 0.1.1 because PyPI does not allow re-uploading 0.1.0
    after the earlier failed release attempt.
