* feat(workflows): launch forward-deployed workflows tier, wave one
Add the workflows/ tier at the repo root: the first five workflow files
(placed verbatim from Andy-reviewed sources), the tier README with the full
fifteen-workflow index, CONNECTORS.md, AGREEMENT-LOG.md (the public schema
generalized from krine migration 0007), WORKFLOWS.lock with its generator,
and CI for the manifest, the SKILLS.lock fence, and workflow-to-catalog drift.
All statuses ship as template. The skills source tree and SKILLS.lock are
untouched: workflows/ is a sibling of skills/ and outside the skills glob.

Four Andy-ruled changes to the workflows tier:
- AGREEMENT-LOG.md: retain lane from migration 0007 (per-lane agreement rates
are the unit the promotion thresholds apply to).
- AGREEMENT-LOG.md: converge on 0007's human_reason; drop the human_note
rename so the added-fields list no longer implies one.
- corpus-integrity-and-correction.md: the approved one-sentence reword.
- workflows/GETTING-STARTED.md: add the tier's run guide, linked from README.
WORKFLOWS.lock regenerated: only the corpus-integrity hash changed;
GETTING-STARTED is a doc, not a workflow, so it stays out of the manifest.
