Consolidate SetupHandlers (#5529)
* Reconcile and consolidate SetupHandlers

* Centralize GetConfiguredDataFeeds()

* nit - extra space

* Check for null, also allow null to be passed back if no config value

* Fix breaking test

* Cleanup

* fix return var

* remove unneeded if/else

* Minor changes
