Updates Dropbox Algorithms

- Updates `DropboxUniverseSelectionAlgorithm` and `DropboxBaseDataUniverseSelectionAlgorithm` with new links to Dropbox files and date range to match the dates in the files.
- Adds copy of files in `TestData` folder.
