    fix uai get token bug (#1962)

    Description

    there are multiple internal implementation inside
    ManagedIdentityCredential, not all of the implementations handle the UAI
    with AZURE_CLIENT_ID, we need to pass it as client_id when initialize
    the ManagedIdentityCredential
