* Add the abilty for the caller to release and cancel background tasks * Improve param validation * Address PR comments * Address PR comments. * Address PR comments: cancel tasks before publishing the release Set IsReleased and publish the ReleaseCompletion only after the in-flight tasks have actually been cancelled, so a failure to cancel leaves the session un-released instead of flagging it as released while its tasks are still running.
