    The RTM glob in release.yml was orphaned after the PEP 440 / SemVer
    versioning move -- current tags are 0.4.0 / 0.4.0rc1, no RTM suffix
    anywhere. Mixing the marker INTO the version tag (v0.4.0-REL) would
    have polluted the version scheme since that's not a valid PEP 440
    version.

    New design splits the two:

    • Version tag stays clean: v0.4.0, v0.4.0rc1
    • A SECOND tag at the same commit acts as release marker: REL-v0.4.0,
      REL-v0.4.0rc1

    release.yml now matches REL-* and strips the prefix when extracting
    the version, so:

    • Public Release page is titled v0.4.0 (not REL-v0.4.0).
    • Changelog lookup hits ## [0.4.0] correctly.
    • Prerelease detection covers both PEP 440 (0.4.0rc1) and SemVer
      (0.4.0-rc1) forms.
    • Prerelease changelog falls back to the base version section if the
      rc-specific section is missing.

    Workflow:
    git tag v0.4.0
    git tag REL-v0.4.0
    git push origin v0.4.0 REL-v0.4.0

    Plain version tags still trigger the four packaging workflows
    (.deb / RPM / OBS / AUR) via their v*.. globs; the REL marker is
    opt-in for the GitHub Release page only.

    Existing v0.3.0-RTM1-era releases stay published; the trigger change
    only affects future tags.
