Run headless agent loops without a finite model-step ceiling unless the caller explicitly supplies --max-turns. Keep finite values validated and preserve the separate Fleet worker budget. Remove the verifier harness's implicit 100-turn flag so long benchmark rollouts are not silently truncated. Verified with the focused TUI regression, all nine verifier harness tests, cargo fmt, targeted strict Clippy, and diff checking.
