Correctly parse the API URL in dashboard ( #511 )

This PR addresses a bug when a user passes a custom API URL like
`https://api.e2b-cluster.dev ` and we incorrectly print that the user
should set their `E2B_DOMAIN` to `api.e2b-cluster.dev` while the correct
one would be `E2B_DOMAIN=e2b-cluster.dev`.

Make stdout and stderr handle decode errors gracefully ( #505 )

# Description
The `sbx.commands.run` method can generate a `stdout` with badly encoded
`UTF-8` bytes, which can cause this kind of errors:
```py
UnicodeDecodeError: 'utf-8' codec can't decode byte 0xe2 in position 8191: unexpected end of data
```

To address this we update the `decode` error handler to replace with the
unicode replacement char.

Redirect to localhost instead of e2b.dev after sign in with oauth in dev environment ( #499 )

this pr fixes the following in a local development environment:
- supabase auth redirect after oauth sign in
- forgot password flow
this is accomplished by adding a new environment variable
`NEXT_PUBLIC_BASE_URL` which prevents checking something like
`process.env.NODE_ENV` and conditionally hardcoding the urls in the code
itself. this way, for potential changes to these values, we can utilise
this mechanic in other places where it may be required in the near
future without traversing the codebase manually.
i already set `NEXT_PUBLIC_BASE_URL` in the vercel production
environment to: `https://e2b.dev `
