agibsonccc 7f71ef9e40 fix: use project org for HuggingFace default and remove TODO sync call ...

Changes DEFAULT_HUGGING_FACE_ORG from "KompileAI" to "eclipse-deeplearning4j"
so the default reflects the open-source project rather than a company name.
The value is still overridable via the OMNIHUB_HF_ORG environment variable.

Removes the TODO-marked cudaStreamSynchronize call and its error check from
NativeOpExecutioner::execScalar (along-dimension overload) in NativeOpExecutioner_scalar.cu.
