Retire JP/KO/PT_BR/RU/AR/HI/TR, which were machine-translated and had drifted 3-4.5 months out of date; recoverable from git history. Update the switcher across README + kept locales, and reconcile the internationalized-README policy in the two .agents/skills SKILL.md files to the kept set.
