Manually bump version to 2.2.15 (#7709)

2026-08-03 10:11:22 +00:00 The 2.2.14 release run was cancelled mid-flight, so commit-all-version-changes
never ran and version.txt was left at 2.2.14 while tag 2.2.14 had already been
pushed. Every subsequent release flow then failed at create-git-tag with
"! [rejected] 2.2.14 -> 2.2.14 (already exists)". Bumping to 2.2.15 so the
