    feat(cipx-spend): fold auto_classifier into the static_overhead lane (#7470)

    The cipx proxy now tags Claude Code's auto-mode "security monitor" classifier
    requests with a new auto_classifier block category. Map it to the
    static_overhead lane in lane()/bdLane() and give it its own breakdown label,
    while leaving isDefinition at 0 (usage — the recurring cost of running the
    classifier, not standing context).
