    Replace the deployment-wide cost_intelligence_enabled service toggle with
    the per-organization costIntelligenceEnabled flag (sourced from comet's
    /organizations). hasAccess now reads organization.costIntelligenceEnabled,
    and the service toggle is removed from ServiceTogglesConfig, config, and the
    FE feature-toggle definitions.
