    • fix(ai-spend): distinguish 404 from real errors in home empty-state probe

    Only treat a missing project (404) or a project with no traces as the
    onboarding empty state. Real fetch errors (auth/5xx/network) now fall
    through to the dashboard's own error handling instead of masquerading
    as the not-set-up onboarding screen.
