[OPIK-3959] [FE] Fix save dataset version workflow with enhanced success toast (#4861)

- Moved success toast logic from mutation hook to parent component for better control
- Enhanced success toast with actionable links to run experiments in SDK or Playground
- Simplified AddVersionDialog by removing embedded mutation logic and making it a pure presentation component
- Added isSubmitting prop to AddVersionDialog for better loading state management
- Removed duplicate toast notification from useDatasetItemChangesMutation
- Improved error handling by preventing duplicate submissions when mutation is pending
