Add guidelines on when to use Tailwind CSS breakpoints vs useIsPhone hook
for responsive design, helping developers choose the right approach and
avoid unnecessary JavaScript evaluation when CSS would suffice.- Add new responsive-design.mdc with decision framework and examples
- Update frontend_rules.mdc to reference the new rule
- Update AGENTS.md to include responsive-design.mdc in frontend rules list
