Remove 3.8 support and add 3.14 support (setup.py + workflow files)

Update infrastructure code to reflect that the minimal python version is 3.9
-
keep 3.14 tests only for unit tests and e2e tests, integration and e2e integration tests capped to 3.13 due to massive lack of compatibility with a new python in these libraries

Fix lint errors
