    [OPIK-2175] Add local backend development mode (#3495)

    • Add nginx config for local backend mode (proxies to host.docker.internal:8080)
    • Add docker-compose.local-be.yaml override to disable backend service
    • Update opik.sh with --local-be flag for running all services except backend
    • Frontend automatically proxies to local backend on port 8080 when in local-be mode
