docs: update BINARY-LICENSE to v1.3

Browse Source 
Discretionary refusal/revocation, fair-use throttle, trial-abuse ban
(stacking paid subs explicitly allowed), suspend pending investigation,
self-amendment clause. Acceptable Use + Indemnification party lists
aligned with Disclaimer/Limitation of Liability.
