Shawn Pana cca6f65d72 qa skill: close localhost tunnel in teardown for v2 path too ...

Teardown previously claimed only the one-flow/Claude paths had anything
to stop, but v2 runs against localhost also start a tunnel that was left
orphaned. Tear down the tunnel on every path that opens one.

Addresses cubic review comment on SKILL.md teardown step.
