Use typesafe IP/CIDR parameters everywhere. (#448)
- Closes #445.
- Adopts refined IPv4 and IPv6 types developed
  by Agam Dua <agamdua@users.noreply.github.com>.
- For type safety and clarity, use IP and CIDR types
  where we were previously using String.
